Gloucester has become an embarrassment. For a historic cathedral city to be in such a poor state is a very poor reflection on those charged with its upkeep. You need to:
Develop the centre of Gloucester to get people back into the city by getting rid of parking charges and reducing business rates.
Where shops are being left empty convert them to attractive affordable housing but ensuring you do not create ghettos.
Create better linkages between Gloucester Quays and the City.
Prioritise attractive brown field mixed use developments.

Agree with Ynte on the parking. But Gloucester defenatly needs a lot of revitalisation in its town centre. It's just another grey city centre with nothing of value drawing people in. The docks should be a blueprint for the rest of the city centre

I would argue that reducing parking charges is working against the outcome you are trying to achieve.
Gloucester needs defined, separated corridors into the centre for public transport and active travel. Make travel from the new park and ride on the A40 near Cheltenham free into the town centres of Cheltenham and Gloucester. Easier said than done but worth considering especially if Gloucestershire takes their bus routes back into public hands like Manchester has.
The last thing Gloucester needs is a glut of SUVs and vehicle traffic, putting pedestrians at risk.

@Ynte Lammertsma Equally, Park and Ride needs to be considered for Tewkesbury. If you are going to build 10,000 new homes in Ashchurch (or elsewhere), serious consideration needs to be given to how those residents will access Tewkesbury town centre, assuming it is going to have an appropriate range of shops and other facilities. If not the residents will likely drive 10 minutes down the M5 and use the new Cheltenham Park and Ride to access Cheltenham or Gloucester.
