Five Year Supply

If we are going to have a Strategic and Local Plan for Cheltenham, Gloucester and Tewkesbury it follows that we should then have a shared 5 year supply target. This would get rid of the ludicrous position where Tewkesbury cannot demonstrate a 5 year supply because much of the new build in Tewkesbury Borough has been been counted towards Gloucester's targets. It would also make it more difficult for developers to game the system by withholding supply to force through windfall opportunities.
