The scenario for new settlements provides a chance for designing a community from a blank page. This would give the opportunity for a diverse, sustainable, well equipped and interconnected communities.
As these developments would be new towns they should be developed alongside schools, GPs, community spaces, amenities and employment. Key for success in this would be to focus on public transport to ensure that they are well connected.

It needs to be in appropriate places though; building thousands of new homes West of Gloucester (Highnam/Churcham area), when the only transport road network is already insufficient with only 1 crossing over the Severn at Over Bridge will be a disaster, plus this area floods which closes the A417 at Maisemore which exacerbates the problems. The B4215 is a B road in name only and is used as a short cut for lorries from the M50 heading to Gloucester and beyond. All traffic from the Forest of Dean has to also use the A40/B4215......This is NOT an area that has the highways infrastructure to cope with these massive new developments which would be better suited where Motorways and A roads are already in place.

I agree building a large settlement in the west of Gloucestershire in the Highnam/Churcham area makes no sense. The routes into both Cheltenham and Gloucester are bottlenecks. Following the building of new houses at Newent etc. has caused increased congestion for traffic trying to move towards these two conurbations . This is made considerably worse in the event of any accidents or flooding.
Before you can propose large settlements in any area you need to make sure the infrastructure is in place this includes both the roads, schools, drainage and sewage schemes etc.
New settlements also need to be well planned not just ad hoc developments where farmers are willing to give up their land. Highnam is extremely well planned with the traffic going around the spine road and children being able to walk to school through safe pathways within this boundary. This well designed layout would be lost if many more houses were proposed.
