Type, size or tenure of new homes

National planning policy makes clear that the need for affordable housing, families with children, older people, students, people with disabilities, service families, travellers, people who rent homes and those wishing to build their own homes should be provided for in local plans (This is not an exhaustive list, and it could also consider community-led housing, co-housing, and ‘tiny homes’).

The council’s existing Local Housing Needs Assessment (2020) provides a snapshot of the range of housing needs required in our area. This will be updated later in the SLP process to ensure it is up-to-date. In the meantime, we would like to hear your views as to what forms of accommodation you think we should plan for in the SLP.

Jane Harrington2 years ago We need a verity of housing suitable for both the young Adults and for the elderly to be able to mix. A good mix community helps and supports each other.As Tewkesbury in in a high risk of flooding, consideration should be taken in to ensure that horses are built to with stand flooding ie they could be built on stilts so they main house is above the flood levels. All houses should be able to have sola panels installed on the houses to reduced carbon in the atmosphere.

NIGEL HAYWARD2 years ago Houses must be build on brownfield sites before any other considerations. Gloucester city centre, needs regeneration, more money spent, lower rents. High rents is why it has died the council know this, they helped it happen by building out of town shopping centres. What are your plans for the regeneration of the city centre? if houses are to be built it must be apartments and starter homes. Building homes to cater for the needs of rich outsiders is not what we want, we dont want to be building big houses to cater for the overspill from the Cotswolds as there is limited availability in housing out there in the wilderness.

Kirk Walton2 years ago We need more accommodation that suits peoples needs and finances, be it rental or purchase. Also differing types and sizes of accommodation. Builders will not offer this as it does not fit their planned builds to achieve on-site profits utilising any site to maximum development. So it requires government intervention and dictate, like social housing. Councils are limited in how they can force builders to built housing for local needs as opposed to developers schemes.

Gillian Smith2 years ago When the green belt was implemented in 1948 it was to protect the needs of that time. Those needs have changed dramatically, but the green belt has not, Of recent times large amounts of housing have been built,or are planned to be built, on valuable farmland, whilst very little housing has been allowed within the community, where it is neededWithin the community there is an excellent infrastructure of schools ,modern GP Surgery, Dentist, good shops, a bus service, cycle lanes, footpaths and good road links. Every age group is represented, but many Seniors who wish and need to stay within the community, have limited options for downsizing, which would be beneficial for them , BUT also for those families who wish to upsize.With intelligent tweeking of the Green Belt housing for these Seniors could be provided, for the benefit of the whole Community, without any extra provision of infrastructure, other than an improved bus service on Parton Road.

Bernice Thomson2 years ago The housing crisis we have been experiencing over recent years is a disgrace and governments (central and local) should be ashamed that they have allowed this to happen. In Cheltenham there has been a lot of house building over recent years, However, the majority of these developments have been high end. What we need is housing for everyone, whether that be for purchase or rent. Cheltenham will not be a decent place to live if only rich people can afford to live here. We need more social/affordable housing - we certainly need to stop developers getting around the rules on % of affordable homes they should be building in larger developments. I'm sure that this is not within the remit of the Plan but people living in extremely poor quality private rented homes have no hope of getting a council or housing association home and are therefore forced to continue to live in awful conditions. Councils everywhere have failed miserably in meeting targets on social housing. We also need new build affordable housing for purchase and/or private renting. Particularly affordable for young people wanting to get onto the buying ladder or just wanting to stay in Cheltenham where rents are ridiculously high and buying a property is impossible for young people starting out in life. As for where housing developments should be - they need to be near existing housing and infrastructure and plans should ensure that the support services such as schools and health facilities are also put in place.

Dan Etchells2 years ago I suppose it's obvious - but we need the right amounts, of all of the right types of housing, available at the right time, at the right price.Easy, eh??I'm interested - if national planning policy makes this clear, does our local plan provide for this, and are we delivering against that?? If not, what do we need to do differently in the future??Student accommodation - for example - there's a lot which has been built in Gloucester - is that within the plan. Is is provided publically or privately?? Is it affordable for students, does the cost of it stop some people being students??For me - We need more housing which is affordable for people who are struggling.We need to ensure that all housing is of decent quality. We need to ensure landlords are behaving appropriately.We need housing for all demographics.We need housing which helps us look after each other and fosters communities.We need to ensure our housing supports the move to Net Zero.We need housing which promotes the ability to work and live locally - remove the commute.

SLP Team2 years ago Today’s young people will soon be looking for jobs and starting families of their own, without necessarily wanting to move away from their roots. They will need somewhere to live, work and send their own children to school in a way that if affordable. In June 2023 the Office for National Statistics reported that the average UK house price was £288,000, well beyond the reach of many. The affordability of rural housing is a particular challenge with recent analysis by the National Housing Foundation reporting that social housing waiting lists grew by 31% in the three-year period up to 2022, compared with a 3% increase in urban areas. How can the SLP ensure that there are enough affordable homes for people?

SLP Team2 years ago Within our area there are three further education establishments: the University of Gloucestershire, the University of the West of England and Gloucestershire Royal Hospital. Outside of the area, but in close proximity, is Hartpury University and College. There have been recent investments, for example the conversion of the former Debenhams building in Gloucester City Centre as a new campus for the University of Gloucestershire. This is due to open in September 2024 and once fully open, will provide brand new teaching facilities for 4,500 students. To support the growing student population there have also been significant new student accommodation developments, including Pitville student village in Cheltenham and Blackfriars in Gloucester.Through the SLP, it’s important to support the delivery of new student accommodation to meet the needs of the growing universities and further education establishments. However, this form of accommodation tends to be used by students in their first year, with private sector housing used for later years. This can cause problems with the loss of family housing to student lets and issues arising from the loss of character of an area.How can we make sure the SLP welcomes students but gets the balance right?

SLP Team2 years ago The SLP will need to ensure that the needs for housing for older and disabled people are addressed. National planning guidance sets out advice on the different types of specialist housing designed to meet the diverse needs of older people, which can include: · Age-restricted market housing.· Retirement living or sheltered housing.· Extra care housing or housing-with-care.· Residential care homes and nursing homes.Other models of housing include co-housing, which are created and run by residents, allowing people to live with others with similar needs and desires. The SLP will similarly need to consider the need for accessible and adaptable housing to enable disabled people to live more independently and safely, with greater choice and control over their lives. How can we ensure the SLP plans for the needs of older and disabled people?
